IFES is a non-profit, non-partisan organization dedicated to strengthening inclusive and transparent political process in emerging and established democracies around the world. IFES' civil society initiatives in Ghana include institutional strengthening and advocacy skills for civil society organizations (CSOs).

Project ECSELL (Enhancing Civil Society Effectiveness at the Local Level) is designed to increase the rate and quality of local civic participation in public policy making and to improve local government responsiveness to constituent needs.

The overall aim of Project ECSELL is to support the consolidation of democracy in Ghana. Under this goal, IFES has targeted civil society organizations that advocate the increased participation of women in public life through project activities. IFES has also funded the production of civic education materials that teach the rights of women under law and encourages their participation in the political process.
