The Ivorian NAP includes four ‘Priority Areas’, which include:

Priority Area 1. The protection of Women and Girls Against Sexual Violence and Female Circumcision

Priority Area 2. The Inclusion of Gender Considerations in Development Policies and Programs

Priority Area 3. The Participation of Women and Men in the Reconstruction and National Reinsertion Processes

Priority Area 4. Strengthening the Role of Women in the Decision Making Process.

Each Priority Area is linked with Strategic Issues and further broken down into Effect Results, Output Results and Actions. For example, Priority Area 1. 'The protection of Women and Girls Against Sexual Violence and Female Circumcision ' contains the following elements:

Each of the relevant indicators is attached to a responsible actor and a separate ‘Logical Framework’, and also an estimated implementation cost in a separate ‘Resource Framework’. There are no time-frames for completion of relevant actions included and no allocated budget.

Details/Analysis:

The Liberian NAP is constructed on four Pillars: Protection, Prevention, Participation and Empowerment and Promotion. Each Pillar is linked to the relevant UNSCR1325 and UNSCR 1820 text as well as the applicable Millennium Development Goal.

Each Pillar contains a set of Strategic Issues. For example Pillar 4. “Promotion” is divided into four Strategic Issues, which includes:

• Promote the involvement of women’s groups in the implementation of the NAP and advocate for increased access to resources for both the government and women’s groups.
• Promote the participation of girls in conflict prevention, early warning, peace security issues and post conflict recovery issues through education and training.
• Enhance the technical and institutional capacities of governmental and civil society actors, including women’s groups to effectively implement the NAP.
• Promote the full involvement of governmental and civil society actors, including women’s groups in the monitoring and evaluation of the NAP.

Strategic Issues are then further broken down into Priorities, Outputs and Indicators. For example “Promote the full involvement of governmental and civil society actors, including women’s groups in the monitoring and evaluation of the NAP” contains the following elements:

Policy: Develop, consult and create monitoring and evaluation procedures and systems to monitor the implementation of the LNAP.

This NAP is subdivided into five Priorities components, and includes references to the relevant UNSCR1325 text. The Priority components are as follows:

Each thematic area includes a list of areas for action in which some (not all) are linked to specific Indicators. For example, thematic area 2 “Participation” includes the following elements:

Areas of action
• Encourage the active and meaningful participation of women in decision making and in deployments for peace operations, including by identifying and addressing barriers to full participation.
• Identify Canadian specialists and trainers from various backgrounds with expertise in women, peace and security issues, and assist where practicable their professional development, placement on international deployment rosters or nomination for relevant multilateral assignments. These specialists can also be a source of policy and program advice for Government of Canada departments and agencies.

The Sierra Leone NAP includes five Pillars and each is correlated with the relevant UNSCR 1325 and 1820 text:

Pillar 1: Prevention of Conflict including Violence Against Women and Children (SGBV)

Pillar 2: Protection, Empowerment of Victims and Vulnerable Persons especially women/girls

Pillar 3: Prosecute, Punish Perpetrators effectively and Safeguard Women and Girls' Human Rights to Protection during and post conflict as well as Rehabilitate Victims/Survivors of SGBV and Perpetrators.

Pillar 4: Participation and Representation of Women.

Pillar 5: Promote Coordination of the Implementation Process, including Resource Mobilization, Monitoring and Evaluation of and Reporting on the National Action Plan.

The NAP includes five Strategic Objectives:

For example five Strategic Objective 1 “legal and policy environment in relation to enacting laws and policy making on GBV” includes the following elements within Strategic Action 1:

The Australian NAP is organized into five Thematic Areas, which are designed to reflect UNSCR 1325 and related resolutions, as well as the UN 2008–2009 System-wide Action Plan. These Thematic Areas include:

A number of the Actions outlined in the NAP cut across the five thematic areas, and so the areas of Action have been organized by Strategies, which includes the following:

1. Integrate a gender perspective into Australia’s policies on peace and security.
2. Embed the Women, Peace and Security agenda in the Australian Government’s approach to human resource management of Defence, Australian Federal Police and deployed personnel.
3. Support civil society organizations to promote equality and increase women’s participation in conflict prevention, peace-building, conflict resolution, and relief and recovery.
4. Promote Women, Peace and Security implementation internationally.
5. Take a co-coordinated and holistic approach domestically and internationally to Women, Peace and Security.

Each Strategy includes a series of actions for practically achieving these goals, which also highlight the thematic area. For Example, Strategy 3 “Support civil society organizations to promote equality and increase women’s participation in conflict prevention, peace-building, conflict resolution, and relief and recovery.” contains the following elements:

• Support domestic non-government organizations, such as the National Women’s Alliances, and international civil society organizations to engage in peace and security initiatives, including by raising awareness of UNSCR 1325.
• Support Australian and international civil society organizations to promote the roles and address the needs of women in the prevention, management and resolution of conflict.

The United States NAP is organized by an Objectives and Action Framework, which includes the following:

National Integration and Institutionalization: Through interagency coordination, policy development, enhanced professional training and education, and evaluation, the United States Government will institutionalize a gender-responsive approach to its diplomatic, development, and defense-related work in conflict-affected environments.

Participation in Peace Processes and Decision-making: The United States Government will improve the prospects for inclusive, just, and sustainable peace by promoting and strengthening women’s rights and effective leadership and substantive participation in peace processes, conflict prevention, peacebuilding, transitional processes, and decision-making institutions in conflict-affected environments.

Protection from Violence: The United States Government will strengthen its efforts to prevent—and protect women and children from—harm, exploitation, discrimination, and abuse, including sexual and gender-based violence and trafficking in persons, and to hold perpetrators accountable in conflict-affected environments.

Conflict Prevention: The United States Government will promote women’s roles in conflict prevention, improve conflict early-warning and response systems through the integration of gender perspectives, and invest in women and girls’ health, education, and economic opportunity to create conditions for stable societies and lasting peace.

Access to Relief and Recovery: The United States Government will respond to the distinct needs of women and children in conflict-affected disasters and crises, including by providing safe, equitable access to humanitarian assistance.

Each of the strategic areas is linked to Outcomes, Actions and the department responsible for implementation. For example, the objective “Conflict Prevention” contains the following elements:

Outcomes
• Conflict early warning and response systems include gender'specific data and are responsive to SGBV, and women participate in early warning, preparedness, and response initiatives.
• Women and girls participate in economic recovery, and have increased access to health care and education services.

Actions
• Integrate protocols and support opportunities to share best practices for gender analysis in conflict mapping and reporting, including for mass atrocity prevention and stabilization funding.Review conflict early warning systems and conflict assessment methodologies, including the Interagency Conflict Assessment Framework, to assess and strengthen the integration of gender in these tools.
• Ensure the inclusion of a broad range of perspectives from women and youth to inform policy, strategy and programming decisions.

• Provide diplomatic and development support to advance women’s economic empowerment, including through cash for work programs, increased access to land, credit, and other enterprise support activities.
• Promote access to primary, secondary and vocational education for children and youth in countries affected by violence or conflict, with special incentives for the attendance and retention of girls, taking into account related special protection needs.
• Support women’s and girls’ increased access to health services, including reproductive and maternal health care.
• Advocate for the operationalization within the multilateral development banks of the relevant information from the 2011 and 2012 World Development Reports on the role women can play both in preventing conflict and in promoting stability in post-conflict situations.
• Create and strengthen private sector activities and new market opportunities through U.S. trade and investment programs, such as preference programs and Trade and Investment Framework Agreements, to assist women entrepreneurs grow their businesses.

These indicators are not attached to an allocated or estimated budget, or specified implementation time-frame. It is stated in the section titled “Coordination, Implementation, Monitoring, and Reporting” that the Department of State, Defense and USAID are responsible for allocating implementation staff and submitting departmental implementation plans. “These implementation plans will establish a full range of time-bound, measurable, and resourced actions […] and will include meaningful strategies for monitoring implementation and evaluating results.

1. A SCR 1325 perspective is part of the guidelines for civil-military co-planning activities and incorporated into all relevant missions.
2. SCR 1325 actions are included in the human resource development and management portfolio of the Ministry of Defence, the Danish National Police, and the Danish International Humanitarian Services.
3. Higher female ratio is obtained in police and Danish armed forces contributions to international peace missions.
4. Examples of specific actions (i) combating gender based violence and (ii) increasing participation of women in peace building efforts in conflict affected areas supported by Denmark are presented in meetings of the IMWG and documented as relevant and feasible.
5. The annual and ongoing dialogue between Denmark and the UN, including the UN agencies, raise awareness of SCR 1325 actions. This is documented in the minutes of high-level dialogues, travel reports, annual performance reports of the national actors and in monitoring reports of the UN agencies receiving funding by Denmark.

Details/Analysis:

Germany's NAP uses the EU's Indicators for the Comprehensive Approach to the EU's Implementation of the United Nations Security Council Resolution 1325 and 1820 on women, peace and security. These indicators are based on the priority areas of prevention, participation, protection, reconstruction and reintegration. 

As stated on page 6 of the NAP, "The Federal Government's [Germany's] National Action Plan on Resolution 1325 is a contribution to fulfilling the indicators of both the United Nations and the EU." See Annex for EU Indicators.
