The 1975 Helsinki Final Act committed OSCE participating States to resolve conflicts by peaceful means. The OSCE works in all stages of conflicts and the issues of conflict resolution and mediation continue to be crucial.
In the face of new conflicts, and the continuing danger that protracted conflicts pose to the security and stability of the OSCE region, the OSCE has remained at the forefront of conflict resolution processes as a mediator, providing support as well as sharing expertise and knowledge.

This year OSCE participating States decided to establish a Mediation Support Team within the OSCE Secretariat in Vienna. The aim is to support OSCE activities in preventing and resolving conflicts by providing expertise and guidance.
The OSCE is an authority on mediation, a place where experts discuss topical security issues.
