Request for the inclusion of an item in the provisional agenda of the seventy-third session 

Observer status for the New Development Bank in the General Assembly Letter dated 2 July 2018 from the Permanent Representatives of Brazil, China, India, the Russian Federation and South Africa to the United Nations addressed to the Secretary-General

Pursuant to rule 13 of the rules of procedure of the General Assembly, we have the honour to request the inclusion of an item entitled “Observer status for the New Development Bank in the General Assembly” in the provisional agenda of the seventy-third session of the General Assembly.

The New Development Bank is an international intergovernmental organization that mobilizes resources for infrastructure and sustainable development in Brazil, the Russian Federation, India, China and South Africa (the BRICS countries) and other emerging economies and developing countries, complementing the existing efforts of multilateral and regional financial institutions for global growth and development. The Bank was established through an agreement among the Federative Republic of Brazil, the Russian Federation, the Republic of India, the People ’s Republic of China and the Republic of South Africa, and its membership is open to States Members of the United Nations.

In accordance with rule 20 of the rules of procedure of the General Assembly, enclosed herewith are an explanatory memorandum (annex I), a draft resolution (annex II) and the Agreement on the New Development Bank (annex III).
