In Darfur and Côte d'Ivoire, missions are finalizing comprehensive strategies that include analyses of current and potential protection threats and vulnerabilities that civilians face, as well as risk mitigation measures. For the United Nations Mission in Liberia (UNMIL), the primary threats to the protection of civilians are civil disorder and violent crime, including sexual violence. UNMIL and the Liberian National Police are working to develop clear and practical procedures to enable community members to alert the Mission or Liberian authorities in the event of an emergency or major incident.
