Period of time and topic: Haiti; The present report covers major developments between the issuance of the report on 29 August 2014 (S/2014/617) and 12 March 2015 and outlines activities undertaken by the Mission in line with its mandate under Council resolutions 1542 (2004), 1608 (2005), 1702 (2006), 1743 (2007), 1780 (2007), 1840 (2008), 1892 (2009), 1908 (2010), 1927 (2010), 1944 (2010), 2012 (2011), 2070 (2012), 2119 (2013) and 2180 (2014). The Council conducted a visit to Haiti from 23 to 25 January 2015.

References in need of improvement section:

The area of rule of law still contains areas in need of improvement in particular towards accountability and ending impunity. Further, more oversight needs to be in place to monitor the widespread issues of inhumane detention conditions. More can be improved with reporting on what ministries women were appointed and if those minististries participate in WPS related issues. In regards to reporting on female participation more can improved by tracking activities and outcomes workshops have on the political process. Improving on the sex disaggregated data on the police force, gender mainstreaming within police trainings should be emphasized. Recommendations formulated for the 2015 global study should also be implemented within the government and throughout the mission. Projects based on sexual and gender based violence should include women's participation.

Missed opportunities section:

The resolution missed opportunities in the following areas of concern: gender perspective with the crime reduction strategy and draft penal code; projects that mainstream gender equality within humanitarian and development activities; Mission consolidation process considering all WPS issues in transition from a humanitarian to a development context in special regards to budgeting and financing; and the reconfiguration of UN presence in Haiti beyond 2016 taking into consideration recommendations from the Global Study to develop a more holistic transition development approach.

Ideal asks for WPS transformation section:

The Report of the Secretary-General on the United Nations Stabilization Mission in Haiti S/2015/157 (2015) 4 March 2015 should be improved with an explicitly reference to all genders, emphasizing diverse masculinities and femininities, including the dynamics between and amongst genders as well as the power relations and hierarchies at play, and the intersection of gender, race, ethnicity, nationality, religion, class and age across all political peace and security processes.
