Sexual and Gender-Based Violence

Stressing the need for effective human rights monitoring, including of any SEXUAL and GENDER-based violence and violations and abuses committed against children, taking note that there have been no developments with regard to the operationalization of human rights monitoring in the Abyei Area, and reiterating its concern at the lack of cooperation by the parties with the Secretary-General to this end,

13. Further requests that UNMISS continues to ensure full compliance with the United Nations zero tolerance policy on SEXUAL exploitation and abuse and to keep the Council fully informed about the Mission 's progress in this regard, and urges Troop Contributing Countries to take appropriate preventive action including pre-deployment awareness training, and to ensure full accountability in cases of such conduct involving their personnel;

4. Decides that the mandate of UNMISS shall be as follows, and authorizes UNMISS to use all necessary means to perform the following tasks: (b) Monitoring and investigating human rights: (ii) To monitor, investigate, verify and report specifically and publicly on violations and abuses committed against children and WOMEN, including all forms of SEXUAL and GENDER-based violence in armed conflict by accelerating the implementation of monitoring, analysis and reporting arrangements on conflict-related SEXUAL violence and by strengthening the monitoring and reporting mechanism for grave violations against children;

13. Requests the Secretary-General to continue to take the necessary measures to ensure full compliance in MINURSO with the United Nations zero - tolerance policy on SEXUAL exploitation and abuse and to keep the Council informed, and urges troop-contributing countries to take appropriate preventive action including predeployment awareness training, and other action to ensure full accountability in cases of such conduct involving their personnel;

38. Requests the Secretary-General to take the necessary measures to ensure full compliance of MINUSCA with the United Nations zero tolerance policy on SEXUAL exploitation and abuses and to keep the Council informed if cases of misconduct occur, and notes the relevance of the guidance on contacts with persons who are the subject of arrest warrants or summonses issued by the International Criminal Court;

15. Calls upon all parties to armed conflict in the CAR, including former Seleka and anti-Balaka elements, to issue clear orders against SEXUAL and GENDER based violence, and further calls upon the Transitional Authorities to make and implement specific commitments on timely investigation of alleged abuses in order to hold perpetrators accountable, in line with its resolutions 1960 (2010) and 2106 and(2013), to facilitate immediate access for victims of SEXUAL violence to available services;

12. Welcomes the efforts being undertaken by UNFICYP to implement the Secretary-General's zero tolerance policy on SEXUAL exploitation and abuse and to ensure full compliance of its personnel with the United Nations code of conduct, requests the Secretary-General to continue to take all necessary action in this regard and to keep the Security Council informed, and urges troop-contributing countries to take appropriate preventive action including the conduct of pre-deployment awareness training, and to take disciplinary action and other action to ensure full accountability in cases of such conduct involving their personnel;

35. Calls on all Member States to generously contribute to the UN humanitarian appeal for the DRC to help ensure that UN humanitarian agencies and other international organizations are fully funded and able to address the protection and assistance needs of internally displaced people, survivors of SEXUAL violence, and other vulnerable communities;

(b) involved in planning, directing, or committing acts that violate international human rights law or international humanitarian law, as applicable, or that constitute human rights abuses or violations, in the CAR, including acts involving SEXUAL violence, targeting of civilians, ethnic- or religious-based attacks, attacks on schools and hospitals, and abduction and forced displacement;

32. Requests the Secretary-General to take the necessary measures to ensure full compliance of MONUSCO with the United Nations zero -tolerance policy on SEXUAL exploitation and abuses and to keep the Council informed if cases of such conduct occur;
