Foreign Minister Abul Hassan Mahmood Ali in a letter to British Foreign Secretary William Hague conveyed the decision, the foreign ministry said on Sunday.

The British Foreign Secretary and UN Special Representative on Sexual Violence in Conflict jointly launched the “Global Declaration of Commitment to End Sexual Violence in Conflict” in September last year at the 68th UN General Assembly in New York.

Afghan President Hamid Karzai on Monday withheld his signature and instead asked for revisions to a new law that rights activists had widely denounced as an obstacle to prosecuting crimes of violence against women.

Women's empowerment is possible only if state administrators implement the policies framed by the central government, K.G. Balakrishnan, National Human Rights Commission chairperson said Tuesday.

"Though the policies framed by the central government aims at empowering women, the delay and sometimes the non-implementation of the policies in states becomes a barrier in their empowerment," he said.
