Gender Audit of the Peace, Security and Cooperation Framework for the Democratic Republic of Congo and the Region (2015)

This report by Mireia Cano Vinas was published on October 2015. It is a report on a 'gender audit' of the Peace, Security and Cooperation Framework (PSCF) for the Democratic Republic of Congo and the Great Lakes region. It was commissioned by International Alert and the Kvinna till Kvinna Foundation to mark the 15th anniversary of UN Security Council Resolution 1325 on women, peace and security. The PSCF was signed on 24 February 2013 and requires the Congolese government to carry out key governance reforms, commits the 11 signatory states in the region to stop backing rebellions in DRC, and encourages the international community to renew commitments to DRC. The gender audit, which was conducted between August and October 2015, shows that gender perspectives were not only missing from the framework, but that women lacked any formal representation in the drafting process and are not fully recognised as implementers.
