What are the key gaps?

  1. Disproportionate focus on women as victims rather than agents in conflict in statements at the Security Council;
  2. Disregard for the role of women in the maintenance of international peace and security;
  3. Improper allocation of financial allowances and prioritising political economies of militarisation and war over peace and gender justice;
  4. Failure to ratify all international human rights treaties, specifically those addressing gender equality;
  5. Increased selling of arms and weapons to other conflict-affected countries, both directly and indirectly;
  6. Failure to ratify the Arms Trade Treaty (ATT) including gender-based violence provisions of the ATT;
  7. Disproportionate use of the veto power.
